The 9th explosion happened on Monday near a church in Colombo. The police were attempting to defuse the bomb when it went off. Whether there are casualties is not clear yet.

After the communication restriction yesterday, the president’s office has declared a state of national emergency, which will come effect at midnight local time. This declaration is to ensure that the policy and military have sufficient means to get the responsible party. For example, they are allowed to detain and interrogate suspects without court orders. 24 people have been arrested for investigation.

There are still no organizations or individuals taking responsibility for the attacks. Even though, the government have targeted a jihadist group, National Thowheed Jamath.

This decision is well founded. According to cabinet spokesman Rajitha Senaratne, there was a bomb threat from National Thowheed Jamath two weeks prior to the attacks. The government was informed but did not take any actions because the threat did not indicate an attack this serious.

Mr, Senaratne also said that they believe there is an international network behind these attacks, otherwise these attacks could not have succeeded.
