3. 华为在新西兰“被拒”对两国关系的影响 the ‘Ban’ of Huawei and its influence on the two countries
在2018年11月27日，新西兰政府通信安全局以“国家安全风险”为由，阻止了新西兰最大的电信公司之一，斯帕克，使用华为的5G设备。
27th Nov 2018, New Zealand’s Government Communications Security Bureau prevented one of the country’s largest telecommunication companies Spark, from using equipment of Chinese technology company Huawei, on the grounds of ‘national security risk’.
外界对这些“禁令”一直众说纷纭。
There have been many different views regarding the ‘ban’.
很盛行的一种说法是，隶属于“五眼联盟” （美国、英国、加拿大、澳大利亚和新西兰）的一员，新西兰在这个问题上与美国站队。而中美关系自2018年初就有贸易战、华为诉讼等冲突，一直是处于一触即发的状态。新西兰与中国的关系也因为华为“降温”了。
The most prevalent one is that, as a member of the ‘Five Eyes’ (USA, UK, Canada, Australia, and New Zealand), New Zealand chose to side with other members on this matter, especially when China and the US have been in high tension due to the Trade War and the lawsuit towards Huawei. New Zealand’s relationship with China may have also been compromised due to the ‘ban’.
在这次会面上，阿德恩表示，虽然“五眼联盟”共享情报，但是在华为5G方案问题上，新西兰会做出的决定是独立于其他国家的。新西兰会“公平对待”华为公司，在新西兰的法律体系内尽全力通过合作解决安全隐忧。
During this visit, Ardern expressed that New Zealand makes this decision independently from other countries although the ‘Five Eyes’ share their intelligence. New Zealand will treat Huawei fairly and work together to resolve the security concern within the legal framework of New Zealand.

1）2019年2月10日，从奥克兰飞往上海的新西兰航空在起飞4个多小时后发现该飞机没有获得落地许可，随即返航。出现这一问题的原因很有可能是繁忙的春节期间的调配失误。在将近一天后失误被纠正，飞机重新起飞。
10th Feb 2019, a flight of New Zealand Airline from Auckland to Shanghai had to return back to Auckland 4 hours after departure, upon discovering a lack of permission to land. The most plausible reason for this incident is a possible dispatch error during the busy CNY period. The flight re-departed after nearly one day.
2）阿德恩原定2018年尾的访华日程和原定的中新旅游年开幕式被双双延期。
Both Ardern’s original panned visit to China at the end of 2018 and the opening ceremony for China-New Zealand Year of Tourism were postponed.
